Historical and present-day discoveries of biological control agents, or biopesticides, for the control of Erwinia amylovora have traditionally depended on that initial 'eureka' moment from a single research laboratory. In contrast, the Agriculture and Agri-Food Canada (AAFC) research and development model for biopesticide research, that once initiated, utilizes multiple research steps with go and stop decision points that suggest which biopesticides should be developed and maintained in the development stream. The Biopesticide Innovation Chain was implemented to streamline the process and bring the potential biological control agent or biopesticide from the lab bench towards full commercialization and technology adaptation. The prospective biopesticide can be moved through initial in vitro and in vivo screening, field trials, fermentation and formulation development, regulatory consultations, large scale field trials, pilot scale production and commercialization. This model is being used for the development of a high efficacy biopesticide for the control of the fire blight pathogen. To demonstrate the successful use of the AAFC Biopesticide Innovation Chain, this paper summarizes the development of a Pantoea agglomerans-bacteriophage based carrier system, or phage-carrier system, for the control of E. amylovora in the orchard.
