Security Screening Process and PeopleSoft Security Module

Introduction

In 2009 Agriculture and Agri-Food Canada upgraded to the current PeopleSoft instance of the Government of Canada Human Resources Management System (GC HRMS) v8.9 and a full Privacy Impact Assessment (PIA) was conducted on the system and the modules implemented at that time. AAFC's Personnel Security Unit recently implemented the Security Module of PeopleSoft for use in the security screening process.

Objective

As a full PIA had been completed for the 2009 implementation of PeopleSoft, a PIA addendum was prepared to assess the privacy implications particular to the Security Screening module and the business activity of the security screening process. The aim of the addendum was to determine if there were any privacy risks, and if so, to make recommendations for their resolution or mitigation.

Description

The scope of the PIA addendum was restricted to the flow of the personal information collected, used, disclosed and retained as part of the business activity of the security screening process and the implementation of the Security Module of GC HRMS v.8.9.

Personal information collected in the security screening process is described in Personal Information Bank (PIB) PSU 917 Personnel Security Screening.

Conclusion

Measures have been determined to address outstanding privacy concerns including developing procedures to address retention in PeopleSoft.
