Governor in Council and Ministerial Appointments
Introduction
Agriculture and Agri-Food Canada's (AAFC's) Portfolio Coordination Secretariat (PCS) supports the Minister and the Agriculture and Agri-Food Portfolio in achieving its objective of open, transparent and competency-based selection processes for Governor in Council (GiC) and Ministerial Appointments to agencies, boards, commissions, and Crown corporations. PCS provides policy advice and support to the Minister's Office and coordinates with the Privy Council Office to ensure that the public appointment processes are timely, effective, merit based and transparent.
Objective
As the GiC and Ministerial Appointments process involves the collection and management of personal information, a Privacy Impact Assessment (PIA) was conducted to determine if there were any privacy risks, and if so, to make recommendations for their resolution or mitigation.
Description
The scope of the PIA was restricted to the business process and basic data flows of personal information associated with AAFC's administration of GiC and Ministerial Appointments, including an assessment of the implementation of the Portfolio Affairs Management System (PAMS). The PIA addressed AAFC's collection, use, retention, disclosure and disposal of personal information in the context of the GiC and Ministerial appointments process.
The Personal Information Bank (PIB) PSU 918 outlines the details regarding the personal information collected for GiC and Ministerial appointments, including the purpose, use, retention and disposal standards.
Conclusion
Measures have been implemented to mitigate risks associated with the collection of personal information. Privacy notices were incorporated prior to the completion of the PIA and the implementation of the PAMS database and as a result, there are no outstanding privacy risks.
