Cost of Production

Introduction

The Cost of Production Program (COP) was delivered in 2007-2008 fiscal year using a system designed specifically for COP. The (COP) involved a one time payment, issued in two instalments to provide financial assistance to Canadian producers in order to help offset the economic hardships they faced. COP remains under the management of the Farm Income Programs Directorate (FIPD) within the Business Risk Management (BRM) element of the Agricultural Policy Framework (APF).

Objective

As Cost of Production involved the collection and management of personal information, a Privacy Impact Assessment (PIA) was conducted to determine if there were any privacy risks, and if so, to make recommendations for their resolution or mitigation.

Description

The scope of the PIA was restricted to the business process and the basic data flows of personal information associated with COP. This included AAFC's collection, use, retention, disclosure and disposition of personal information in the context of COP.

Conclusion

As a result of the PIA, measures were determined to mitigate any risks associated with the collection of personal information. These include: limiting access to personal information, appropriate segregation of duties and the revision of the Personal Information Bank (PIB). COP is not an ongoing program however the mitigating measures identified in the PIA have been considered in subsequent programming.
