Advance Payments Program 2013


The Advance Payments Program (APP) is a cash advance program for producers, administered by Agriculture and Agri-Food Canada (AAFC) Programs Branch, Financial Guarantee Programs Division, and delivered by third party producer organizations. The APP is a marketing program aimed at improving a producer's opportunity to sell when prices are most favourable. This is accomplished by providing access to loan guarantees on cash advances made by third-party producer organizations (known as Administrators) to producers. Producers can access up to $400,000 in advances, of which $100,000 is interest-free, while the remaining $300,000 is interest-bearing. AAFC pays the interest on the first $100,000 of an advance issued to a producer. Advances must be repaid upon the sale of the commodity or within 18 months, whichever comes first.


A producer may be an individual, corporation, cooperative or partnership. As the APP involves the collection of personal information, a Privacy Impact Assessment (PIA) was completed on APP in 2005. As a result of recent program revisions and system updates, a PIA was conducted to assess the privacy compliance of the current program and to make recommendations for the resolution or mitigation of any privacy issues.


The scope of this PIA covers the collection of personal information used for the purpose of delivering the APP and the personal information under the control of AAFC.

Personal information collected in association with APP is described in Standard Personal Information Bank (PIB) PPU 140, Agricultural Marketing Programs Act (AMPA) Advance Payments Program.


Measures have been determined to address outstanding privacy concerns including a revision of privacy notices, updating the Personal Information Bank and standardizing retention.
