Advance Payment Programs
The Advance Payments Program (APP) provides producers with a cash advance on the value of their agricultural products during a specified period. By improving their cash flow throughout the year, the APP helps crop and livestock producers meet their financial obligations and benefit from the best market conditions.
The APP is accessed through producer organizations that administer the program through an agreement with Agriculture and Agri-Food Canada (AAFC) and a designated lending institution.
When applying, a producer must provide certain personal information to allow the producer organization administering the APP, to assess the producer's eligibility and credit worthiness before issuing any advances.
A Privacy Impact Assessment (PIA) of the Advance Payments Program was conducted to determine if there were any privacy issues, and if so, to make recommendations for their resolution or mitigation.
The scope of the PIA was limited to the business process and basic data flows of personal information associated with APP. The PIA focused on the assessment of personal information collected, used, disclosed and retained by the APP.
Personal Information Bank AAFC PPU 140 outlines the details regarding the personal information collected under the Advance Payments Program including the purpose, use, retention and disposal standards.
As a result of the PIA, measures have been implemented to mitigate any risks associated with the collection of personal information. These include: limited retention, the use of privacy-related notices and safeguards to secure the personal information.
