Appendix A - Evaluation Criteria

Proponents must be in compliance with sub-paragraph 1.1 of the Terms and Conditions and sub-paragraph 3.3.2 of the Proposal Format and Submission in the Request for proposal (RFP) Guidelines in order for the proposal to be considered.

  • The proponent has provided complete company information, as required.
  • The proponent has submitted signed originals of the proposal, as required.

Agriculture and Agri-Food Canada (AAFC) is seeking the proposal that provides the overall best commercial value to Canada and will be evaluated for the following:

Company Profile (15%)

  • well established pedigreed seed grower network (i.e. list of seed growers)
  • specimen agreement between proponent and grower
  • protection against unlicensed sales and distribution
  • disposal of unused seed stocks
  • experience in marketing the same crop type

Marketing and Production Strategy (35%)

  • market promotion and advertising plans
  • fit within product portfolio
  • plans for variety protection (PBR, PVP)
  • projected sales area
  • creativity of marketing plan
  • winter nursery
  • seed increase and method of distribution
  • projected area of planting (acres by class)
  • seed production schedule
  • projected seed volumes (to be offered for sale)

Financial Offer (25%)

  • payment of variety registration fees
  • payment of variety protection fees (PBR)
  • up-front fee
  • royalty rate (percentage rate based on gross price)

Investment (25%)

  • supports replicated performance trials (at proponents expense)
  • payment of entry fees for Provincial Variety Trials
  • value of the proponents investment in demonstration sites
  • innovative ways to increase the return to AAFC, reduce risk to AAFC
  • history of research and development support to AAFC in the last five (5) years
